Enabling Business Process Improvement (BPI) (OD 138)
Thank you to all those that have been working with RIEP project manager David Leask to complete a comprehensive BPR/I readiness/needs assessment. This diagnostic tool draws out each organisation's use, experience and plans for using Business Process Reengineering/Improvement (BPR/BPI) tools and approaches.
This critical phase of the project has::
- Enabled sharing of learning and mapping of existing BPR/I expertise across the region
- Identified any transferable lean processes to save duplication
- Helped to establish where RIEP investment should be targeted
- Assisted organisations in reviewing their own corporate approach to BPI
BPR/I is seen by central government as a key tool for driving efficiencies, and increasing the use of BPR/I is a central objective of the National Improvement and Efficiency Strategy. All too often BPR projects have involved bringing in external experts for short term contracts to elicit instant efficiencies in particular operations, without leaving either a legacy of skills and expertise to extend the application or the strategic leadership. RIEP investment will be guided by the learning from diagnostic phase (which ended in July 2009) and will seek to maximise the potential benefits of BPR/I in all North East councils and FRSs.

Business Improvement Package (BIP)
This Business Improvement Package responds to a commitment set out in the Local Government White Paper to publish "an integrated package of improvement tools" covering effective use of business process improvement techniques, technology and collaboration.
The Business Improvement Package is a developing resource which brings together the key successful components of many transformation and customer service projects that local authorities are already at the heart of. It links with other existing national and regional sources of support and capacity building to provide:
- Practical resources which have been developed and tested by local government;
- Support for local authorities to get a clear understanding of their business including processes, transactio ncosts and customer preference - and how to improve them;
- Help in exploiting the opportunities from partnership working and shared service delivery;
- Enabling the sharing of ideas and learning, and capacity building in relevant approaches and techniques.
