Increasing Productivity

All NEIEP partners are aware that there is a huge amount of waste in how services are delivered - both
within and between local organisations. Our signature projects, which will release £51m, illustrate how
shared services can deliver benefits and build capacity for authorities to streamline their own processes.


Enabling Business Process Improvement (BPI)

We are enabling councils and FRSs to embed proven process improvement techniques through a framework of tailored support and
development. BPI will improve service performance, share knowledge and encourage collaborative working.

The NEIEP has worked in partnership with councils and FRSs to create the basis for this project. A framework of support and development was agreed upon, which would enable authorities to continue delivering consistent and sustainable service improvements. By embedding proven process improvement techniques, BPI will drive a better understanding of service performance through managed change. To do so the project will provide authorities with the necessary resources, financial support and coaching, and establish a resource pool to lend LA/FRS employees between authorities to facilitate the spread of good practice. A designated internal website to communicate key transformation messages will also be established to support this.

By increasing authorities' capacity to deliver their own improvement projects, spend on external consultant support will be reduced. The capacity to share knowledge through the new website will also encourage collaborative working, overall generating anticipated savings of up to £30m by 2013.
