Capacity Management and Mobilisation

The capacity management and mobilisation project is focused on reviewing regional capability and the development of programmes to identify and develop methods to increase the level of skill and expertise available to fulfil regional collaborative procurement requirements. This will be achieved through a number of projects which include:

  • Establishing a baseline of existing capacity and skills across the region
  • Agreeing the scope of training and development activity required
  • Developing a capacity and capability plan which is linked to priorities for category spend planning for all major procurements
  • Developing an informed cultural change management plan to underpin capacity management and mobilisation activity
  • Developing a programme of ongoing targeted procurement training to ensure continuing levels of support and capability and which are available to deliver effective and efficient procurement in the region
  • Providing leadership and direction to public authorities in the North East through innovative governance arrangements and an established operational framework
  • Identification and adoption of effective knowledge and performance management systems to assess procurement performance, delivery outcomes and ensure a process of continuous improvement and informed decision making.

Key benefits expected to be delivered include:

  • Improved procurement capability resulting in savings and increased benefit realisation
  • Introduction of measures to ensure the long-term availability of skilled professional procurement resource across the region
  • More efficient use of training budgets through regional sourcing of procurement specific training courses, recruitment etc. based on improved procurement of new arrangements versus existing arrangements
  • Improved procurement resource planning and development
  • Measurement of procurement performance using a standardised approach to the assessment of performance
