Better Procurement
Combining our buying power has been part of the way we do things in the North East for over 30 years. However, after 30 years, we still only jointly procure around 10% of the £1.6billion spent by North East local authorities per annum. By 2013 our programme is expected to deliver additional savings of £160m.
Framework Agreements
Careful research has been carried out into the most efficient methods of purchasing materials and labour for various strands of construction activity across the region. The results of this research will inform an action plan for all local authorities and FRSs to collaborate on procurement. It will also help develop a consistent regional approach to environmental sustainability, contracting of local suppliers and SMEs and training for suppliers, LAs and other partners.
Through reducing the requirement for contract documentation preparation and evaluation and streamlining demand for services, it is predicted that seven per cent can be saved from the cost of each subsequent construction contract. This would achieve a potential £17m saving across all local authorities by 2013.
