Institute for Local Governance

The Institute for Local Governance (ILG) is a pioneering research and knowledge exchange venture designed to maximise the benefits of collaboration between the region's universities and wider public realm. It is a unique research partnership between all the North East local authorities, universities, police, forces, fire and rescue services, Strategic Health Authority, One North East, and other public sector partners. In pursuing the local governance agenda, the ILG also seeks to work in collaboration with the region's private and third sector. The partnership has a shared vision to support innovation, improvement, efficiency and quality in public services. This is to be supported by establishing the Institute as an internationally recognised centre of excellence in the field of local governance.

Governance

The Institute's Governing Body has representation at the levels of senior elected members for the local councils, executive board members for other partners and Vice Chancellors for the universities. It had its first meeting in September 2009 to agree the Constitution. This sets out the ILG's purposes, governance, membership, operating principles and funding arrangements. The Board brings together all funding partners and will meet annually to agree the budget and plan. The Governing Board is:

  • Cllr Mick Henry, Gateshead Council (Chair)
  • Cllr David Budd, Middlesbrough Council
  • Cllr John Shipley, Newcastle City Council
  • Cllr Jeff Reid, Northumberland County Council
  • Cllr Linda Arkley, North Tyneside Council
  • Cllr George Dunning, Redcar & Cleveland Borough Council
  • Cllr Iain Malcolm, South Tyneside Council
  • Cllr John Williams, Darlington Borough Council

  • Cllr Ken Lupton, Stockton on Tees Council
  • Cllr Paul Watson, Sunderland City Council
  • Cllr Neil Foster, Durham County Council
  • Cllr Stuart Drummond, Hartlepool Borough Council
  • George Garlick, Durham Council Council (RIEP)
  • Prof Andrew Wathey, Northumbria University
  • Prof Ray Hudson, Durham University
  • Prof David Fleming, Sunderland

A Management Board has been established and is responsible for implementing the ILG's plan within budget, and comprises five nominees from the universities, five from the local councils, one from other partners, and ANEC and NEIEP representation. It is chaired by a senior local authority chief executive. The members are:

  • George Garlick, Durham County Council (Chair),
  • Ada Burns, Darlington Borough Council
  • Dave Smith, Sunderland City Council
  • Steve Stewart, Northumberland County Council
  • Roger Kelly, Gateshead Council
  • Tim Blackman, Professor of Sociology and Social Policy, Durham University
  • Rob Wilson, Senior Lecturer in Management, University of Newcastle
  • Pauline Wonders, Head of Centre for Flexible Learning, University of Sunderland
  • Keith Shaw, Professor of Politics, Northumbria University
  • Rob MacDonald, Professor of Sociology, University of Teesside
